Kay received her B.A. in Education in 1976 from Northwestern State University and her J.D. in 1987 from Paul M. Hebert Law Center at Louisiana State University.
Prior to joining Gold Weems, Kay practiced insurance defense and general civil litigation in Alexandria for 19 years. She left her practice in 2006 to serve the Mayor of Alexandria as his Chief Operating Officer and Director of Planning where she gained vast experience in municipal government, including complex utility litigation, infrastructure development, public safety, public works, zoning and planning and construction development. In 2012 Kay left her position with the City of Alexandria to serve as corporate counsel for a leading heavy highway and bridge construction company located in Alexandria where she gained experience with public works contracts, public bid law and general construction law. Since joining Gold Weems in 2014, her practice has included medical malpractice defense, municipal law and planning, general tort liability and construction law.
In 2014 Kay was appointed by the governor to serve on the Louisiana Board of Ethics and Supervisory Committee for Campaign Finance, where she currently serves as Vice Chairman.
